Can You Take a Rental Car from Azerbaijan to Georgia? Border Rules & Trip Alternatives

"Can I rent a car in Baku and drive it to Tbilisi?" This is one of the most common questions from travellers planning a Caucasus trip. Many itineraries combine Azerbaijan and Georgia, and from Sheki or Balakan the Georgian border feels very close.

Here is the short answer, the reasons behind it, and how to plan a two-country trip without breaking any rules.

Short Answer: No

On Carent, taking a rental car outside the Republic of Azerbaijan is strictly prohibited. This applies to every border:

  • Georgia (Red Bridge / Krasny Most and other crossings);
  • Russia (Samur–Yalama);
  • Iran (Astara and other crossings);
  • Türkiye and any other country.

Official wording: Prohibited Use Policy and Renter Agreement.

Why Can't You Take a Rental Car Abroad?

The rule exists because a border crossing creates serious risks for both the renter and the owner:

  1. Insurance stops at the border. Azerbaijani compulsory insurance and Kasko generally cover the country only. If something happens abroad, the driver may have to pay for all of it.
  2. Customs and paperwork. Crossing a border in someone else's car requires a notarised power of attorney from the owner and customs clearance. That takes time and may need the owner to be there in person.
  3. Recovery risk. If the car is damaged, impounded or breaks down abroad, bringing it back can take weeks.
  4. Owner's consent. Owners list their cars for use inside Azerbaijan. Crossing a border without their knowledge breaks that trust.

What Happens If You Break the Rule?

If prohibited use is detected:

  • insurers refuse to pay and 100% of the damage is claimed from the renter;
  • the security deposit is withheld in full and additional penalties apply under the agreement;
  • your Carent account is permanently banned;
  • the case may be taken to court to recover damages.

Restricted Zones Inside Azerbaijan

Besides the border, some areas inside the country require special state permission, for example parts of the Karabakh and East Zangezur economic regions. Entering them in a rental car without official permission is prohibited. If you plan to visit, check the official entry rules in advance.

Can You Drive to Nakhchivan?

Nakhchivan is part of Azerbaijan, but it has no land connection to the rest of the country. Getting there by road means crossing another country's territory, which is a border crossing, so it isn't possible in a rental car.

Easiest option: fly from Baku to Nakhchivan and rent a car locally if you need one.

How to Plan an Azerbaijan + Georgia Trip

The rule doesn't have to change your plans. Split the route into two parts:

Tip: Baku to Sheki is about 300 km, roughly 4–5 hours. Staying overnight in Sheki makes the loop far more relaxed.

Frequently Asked Questions

What if the owner agrees to let me cross the border?

Not for rentals made through Carent. The platform rules apply regardless of any private arrangement between owner and renter.

Can I drive to the border and leave the car there?

Leaving a car unattended for a long time in a border area isn't safe and shouldn't be done without the owner's agreement. It's more sensible to return the car in Baku and plan the cross-border part of your trip separately.

Do I need a permit to drive to the regions?

No. You can drive freely within Azerbaijan, except in zones that require special permission. Just check the listing for a daily mileage limit.

Can I rent a car in Baku with a foreign driving licence?

Yes. You need your passport and your national licence or an International Driving Permit. See: How to rent a car in Baku as a tourist.

Bottom Line

You can't take a rental car abroad, but your trip still works. Explore Azerbaijan's mountains, lakes and old towns with a car from Carent, and plan the neighbouring countries as a separate leg.
